Small and Medium Enterprises (SMEs) play a crucial role in trade, economic growth, job creation, innovation, and social stability. According to the 2023 OECD Studies on Public Policies for Responsible Business Conduct in Costa Rica, SMEs accounted for 97,4% of all businesses in the country.

The Ministry of Foreign Trade is committed to supporting the growth and development of SMEs, enhancing their ability to participate in and benefit from the opportunities created by existing trade agreements.

A combination of:

  • Qualitative Characteristics: SMEs can be either individual or legal entities engaged in industrial, commercial, service, or agricultural activities, including organic farming, among others, and
  • Quantitative Characteristics: SMEs are defined based on a formula that considers factors such as the number of employees, assets, sales, social security contributions, tax compliance, and labor law compliance, among others.

The General Directorate for SME Support (DIGEPYME in Spanish) is responsible for implementing policies to strengthen the competitiveness and sustainability of SMEs in Costa Rica. It develops projects and support programs that provide technical assistance to the industrial, commercial, and service sectors, ultimately improving the country´s socio-economic development.
